Project name: Civil Service Training Project (CSTP)
Short description: The training of civil servants at all levels of authority in BiH is of common interest to both BiH and the International Community, since a capable civil service is the pillar of the public administration whose structure and efficiency directly influences the speed at which BiH will proceed towards the ultimate goal – membership in the European Union.
Due to its experience in the area of civil service training in both BiH and the region, UNDP has been chosen by the EC Delegation in BiH, as the main donor, to become EC partner and implement this project. Training will include all structures of civil service in BiH with the emphasis on strengthening the State capacity.
The strategy of planned trainings is based on the relevant assessments conducted by the CSAs in BiH as well as on findings that have been reached through the System Review of Public Administration.
Objectives
The primary objective is to contribute to strengthening of the civil service in BiH through the development and delivery of training based on priorities identified in the agencies’ plans as well as other relevant documents including the EU functional reviews. The project will, adopt a strategic approach to civil service training in support of identified public administration reform priorities in BiH.
Training
The analysis of the existing training plans of the Agencies, both State and Entity level, reveals many similarities, especially in terms of general needs of civil servants (foreign languages, computer courses, and management skills). Activities related to informing civil servants about the process of European Integrations, as well as specific knowledge of the European Union, its institutions, legal framework, etc, must also be added as well.
In the area of vocational training, it can be concluded that training related to human resources management has been identified as a priority by all levels of BiH authority. Other aspects of training in the fields of Public Finance and Legislative drafting should also be emphasized.
Accreditation
One of the goals of the project is development of the accreditation/certification system for training courses, trainers, and course participants. In order to effectively manage this important function, the project will establish a Training & Trainer Accreditation Panel which will assume responsibility for implementing the accreditation option chosen. Options to be considered by the Accreditation Panel will include accreditation/certification by a selected recognised body from an EU country or the accreditation/certification the respective CSAs’ Training Departments in cooperation with UNDP.
