In order to realize the conclusion of the Council of Ministers of BiH, the PARCO prepared the Guidelines for the implementation of the Rules for consultations with the public in the drafting of legal regulations in the PARCO.
Consultations with the public are incorporated as a measure in the Revised Action Plan 1, within the implementation of the reform area activities Strategic planning, policy development and coordination capacities, with the aim of establishing the necessary mechanisms to achieve the quality standards of regulations.
The guidelines ensure the correct and consistent application of the Rules for public consultation in the drafting of legal regulations of the Council of Ministers of BiH, and they ensure a higher level of participation of interest groups, of interested public and an increase in informing about the overall work of the Office.
The consultation process is two-sided and is beneficial both for the proponent and for the public in general.
In the process of democratization of society and integration into the European Union, the ultimate goal is the establishment of a partnership between government institutions and the public, which can certainly be achieved through transparency and consultation with the public.
Hereby, we invite other interested parties to join the consultation process which is carried out by the PARCO.
This section contains the Guidelines for the implementation of the Rules for public consultations in the drafting of legal regulations in the PARCO, the form for submitting comments, and in the coming period we will publish the planned normative-legal acts for consultations.
