Although the authorities have repeatedly announced the reform of public administration, the register of employees and the control of employment in public institutions, very little has been done in practice, writes Nezavisne novine.

In the Public Administration Reform Coordinator’s Office, they confirmed to us that the institutions of BiH continue to implement the measures from the Action Plan for Public Administration Reform slowly, and emphasize that they have publicly warned about this fact several times, including last annual report.

According to the data they sent us, only 15.8 activities from the Action Plan were implemented by the end of last year, and the progress is higher by a meager 1.8 percent compared to 2022.

As they point out, the fact that the Coordinating Committee for Public Administration Reform was established, which even held its first session, and was chaired by Borjana Krišto, chairperson of the BiH Council of Ministers, is encouraging.

The Office points out that this is the first time since 2006 that such a strategic step has been adopted, which could mean that there will be a change in the government’s attitude towards this issue.

‘’The establishment of the Coordination Committee is actually the first political tailwind for the continuation of public administration reform in Bosnia and Herzegovina. I remind you that the establishment of such a body was also a request of the European Commission from the sixth meeting of the Special PAR Group for Public Administration Reform,” says Vedrana Faladžić, senior associate for public relations.

She announced a new meeting of the Special PAR Group for April 16, where the European Commission will be informed about everything that has been implemented so far, but also about the recommendations that have not yet been fully implemented. For example, the authorities did not implement the strengthening of the role of the coordinator for public administration reform.

She said that a new coordinator for the reform of public administration in the FBiH was appointed, and in 2023 a new Rulebook on the internal organization and systematization of jobs in the Ministry of Administration and Local Self-Government was adopted in the RS.
