Representatives of the Office of the Coordinator for Public Administration Reform Enida Šeherac-Džaferović, Emina Dervišević-Zvizdić and Nadina Dilberović participated in the workshop on HR analysis and monitoring organized by SIGMA in coordination with the Delegation of the European Union in Bosnia and Herzegovina. The workshop was realized in a hybrid format from May 25 to June 5, 2023 through two online workshops and one session that was organized onsite. The goals of this workshop were:
- Raising awareness of the importance of systematic analysis and monitoring of human resources in public administration bodies and the challenges in their implementation in Bosnia and Herzegovina;
- Presentation of current practice in the matter of analysis and monitoring of human resources in other countries;
- Involvement of ministries responsible for civil service and agencies for civil service at the state level, in the Federation of Bosnia and Herzegovina, Republika Srpska and Brčko District in the gradual development and implementation of the analysis and monitoring of human resources in Bosnia and Herzegovina.
During the workshops, the experiences of three EU member states, Luxembourg, Portugal and Belgium, one country of the Western Balkans, Montenegro, as well as the experiences of the representatives of the Agencies for Civil Service/Administration of Bosnia and Herzegovina, the Federation of Bosnia and Herzegovina, Republika Srpska and the Human Resources Subdivision of the Brčko District of Bosnia and Herzegovina were presented. The live session involved discussion of the main challenges of implementing the analysis and monitoring of human resources, and the first steps of creating a methodology for the analysis of human resources were discussed as part of the round table with the assistance of experts from SIGMA.
Adequate collection and analysis of data on human resources in the civil service is necessary for the purpose of strategic planning and improvement of human resources, but also for the purpose of securing data needed in the process of European integration. At this workshop the first steps towards the further development of the human resources monitoring system in Bosnia and Herzegovina were taken.
