The Project for Improving the Efficiency of Local Services (PIPLS) in Bosnia and Herzegovina, which is implemented by the United Nations Development Program (UNDP) with the financial support of Sweden, aims to help local governments to increase the level of transparency and accountability in the management of public goods, secure additional revenues and improve the service delivery.

The PIPLS project supported the establishment of the Open Data Portal of the City of Prijedor, and as a form of support in the data opening process, a guide for opening public sector data was prepared. The purpose of this guide is to help public sector institutions in Bosnia and Herzegovina, public institutions or companies, in publishing the data they have in their possession in a machine-readable form.

The guide covers the following technical aspects of open data – creating open data plans and prioritizing datasets (along with recommended metadata), preparing and publishing data (including recommended publication formats, licenses and publication recommendations), and updating data.
