The Council of Ministers of Bosnia and Herzegovina at the session held on February 23, 2023, among other things, adopted the Action Plan for the implementation of the Communication Strategy of BiH institutions on the process of accession of Bosnia and Herzegovina to the European Union – from candidate status to membership in 2023.

Previously, at the session, the Information of the Directorate for European Integration on the preparation of the proposal for this Action plan, after Bosnia and Herzegovina received candidate status for EU membership on December 15, 2022, which begins the application of the Communication Strategy of the institutions of Bosnia and Herzegovina on the process of accession to the European Union – from candidate status to membership.

The new approach in the realization of the package of activities that will be carried out this year with the aim of better quality and more efficient communication is focused on a different approach to each of the target groups with specific topics.

Seven institutions are involved in the implementation of activities in six areas, namely publishing, online communications, research, contests and competitions, events and promotional material, in a worth of a total BAM 1,725,900. These funds were provided by the institutions participating in the implementation of the Action plan and there will be no new allocations from the budget.

Along with the Directorate for European Integration, the Ministry of Civil Affairs, the Ministry of Security, the Agency for Public Procurement, the Institute for Intellectual Property of BiH, the Public Administration Reform Coordinator’s Office and the Directorate for Indirect Taxation will participate in the implementation of this Action plan.

The BiH Council of Ministers received two reports from the Office for the Audit of the Institutions of BiH, namely regarding the audit of the performance on the topic “Activities of the institutions of Bosnia and Herzegovina on the preparation and supervision of the implementation of integrity plans” and regarding of the performance on the topic “Activities of the institutions of Bosnia and Herzegovina on the provision of basic assumptions for cyber security.” The reports contain recommendations, the implementation of which will improve activities to ensure the efficient preparation and implementation of integrity plans in BiH institutions. The Office for the Audit of BiH Institutions within the framework of the Report on the Activities of the Institutions of Bosnia and Herzegovina on Ensuring the Basic Assumptions for Cyber Security sent certain recommendations to the Council of Ministers of BiH, the Ministry of Communications and Transport of BiH, the Ministry of Security of BiH and the institutions of BiH.

The Council of Ministers of Bosnia and Herzegovina, on the proposal of the Ministry of Communications and Transport, enacted two decisions on the adoption of several guidelines aimed at improving IT security in the institutions of Bosnia and Herzegovina. It is about the Decision on the adoption of the Guidelines on access control and recording of events, the Guidelines on the physical protection of information and the Guidelines on the use of portable devices in the institutions of Bosnia and Herzegovina, and the Decision on the adoption of the Guidelines on the management of security patches, the Guidelines on the classification of information resources, the Guidelines on information security workplace and about Safety Incident Management Guideline.

The Ministry of Communications and Transport and the Ministry of Security are responsible for monitoring the implementation of these decisions. At the same time, the Decision on amending and supplementing the Decision on the adoption of the document on technical-technological and software standards for workstations in the institutions of Bosnia and Herzegovina, proposed by the Ministry of Communications and Transport, was adopted.
