Nezavisne novine: The Draft law on changes and amendments to the Law on high school education, which has been adopted yesterday by delegates of the National Assembly of the RS, recording the video-clips of inappropriate content during the class and their distribution are being treated as a higher violation of obligations of students.

Anton Kasipović, Minister of Education and Culture of the RS, has said that departmental ministry thinks that this measure could significantly contribute to the reduction of generational violence in schools.

He has said that expelling from school is a final measure possible to use in case of a higher violation of students’ obligation.  

"Reality we face when speaking of the video-clips, we recognized as a danger in sense of generational violence, and at the same time hardened, inappropriate and rude communication on relation student-professor and we must sanction those", Kasipović has said.

He has pointed out that because of the possibility of expelling from school it is very important for all partners in educational work, from school and pedagogue to parents and the Ministry, to function well.

"Forming the advisory council in professional schools has also bee stipulated. Forming this authority has been stipulated as a new instrument by the Framework law on high professional education and training in BiH, and the system of this authority consists of representatives of local labor market, which is in relation of educating certain professions", Kasipović has said.

He has added that the advisory council assists the school in planning the content of its program, advices the school on all the issues related to training and assists strengthening relationships between the school and local labor market, while the members of this council execute this function voluntarily and for free.

Ivan Šijaković, sociologist from Banja Luka, by commenting the new changes has said that sanctioning the students, who record the video-clips during the lecture, is an excellent measure to avoid the violence in schools.

"By recording the video-clips, young people give themselves some significance because that way they actually advertise themselves", Šijaković has said and added that it is maybe necessary to forbid the cell phones during the class.

Srđan Puhalo, psychologist from Banja Luka, has said that prohibition of recording of inappropriate contents in schools is only "cosmetics" for preventing of violence in educational institutions.

"Violence in schools is more serious problem and it can be prevented in a manner that children get forbidden to record in certain moments. Children do not fight in order to record", Puhalo has said and added that sanctioning the students because of recording of inappropriate contents will not have the effect on preventing the violence among the students.
