Oslobođenje: Out of 60 state institutions, agencies and administrations, whose financial reports on business have been controlled last year by the Office for Audit of the Institutions of BiH, only 24 of them have received a positive opinion, while 4 of them have received a positive standpoint with recommendations. Even 31 institutions have been given reserved opinion.  As said by Milenko Šego, main auditor of the institutions of BiH, 46 institutions of our country have received positive grades. But, by looking at the height of expenditures, it is about only 28%, considering the fact that those institutions, which have received a positive opinion, have been evidenced expenditures of 162.657.911 KM or 20.5% (total 793.541.488 in all institutions of BiH).

Who did not respect public procurements?

Those, who have been purchasing without public procurement, are: FIPA, the Concurrence Council, SIPA, the Institute for measurability, ministries of civil affairs, human rights and refugees, foreign affairs, external market and economic relations and finance and treasury, as well as the Directorate for civil aviation, the IDDEA BiH, the Institute for intellectual ownership and the Office for legislation of BiH.

Lacks and omissions

– When taking into consideration the fact that among these institutions there is also the Border police with 8.34%, it means that even 79.50% of total expenditure, or 630 million KM of costs last year has had some lack and omissions, has been said by Šego.

Even though the Office for Audit of Institutions of BiH has done analyses and given 290 recommendations, their implementation in practice is being done in 50 to 60% cases (European average is 90%). Main auditor of institutions of BiH thinks that the implementation of recommendations is not on a satisfying level, but there is a positive trend of taking them into consideration. Institutions, which still work according to recommendations of the Office for audit, are ministries of justice, foreign affairs and finance and treasury, as well as the Foreign Investment Promotion Agency (FIPA) and the Office for flora protection.

According to data of the Office for audit, during last year from the budget of state institutions for salaries and remunerations, even 415.216.312 KM has been spent, which is by 12% more than a year earlier (2007). 18.328.116 KM has been spent for travel costs, or 6% more, and out of these funds eight million KM goes only to daily wages. For PTT costs institutions have spent 10.761.000 KM, out of which 5.268.000 KM for land phones, and 2 million KM for mobile phones. Communal services have been 19.202.000 KM in last year, which is by 22% more, for gas 3.022.000 KM or 37% more than in 2007, and for diesel gas around 8 million or 10% more.  

Regular education

For representation in last year, institutions of BiH have spent 4.208.000 KM or 22% more than in 2007, and various education and professionalization, out of which many are for regular education and postgraduate studies, which has been graded as unacceptable, even 4.7 million KM, legal services have been 2.8 million (38% more), and for the contracts 4.8 million KM has been allocated, while for the contracts on temporary jobs 2.064.000 KM has been spent, or by 10% more. Even 21.903.000 KM (48% more) has been spent for maintenance, 24.8 million (22% more) on remunerations for transport, using the private vehicle in official purposes 121.000 KM (15% more), and accommodation costs 8.952.000 KM. Costs of separate living have drastically increased, and even 15.852.890 KM has been spent for it in last year (70% more than in 2007), food allowance 42.538.000 KM (13% more), reimbursement 12 million KM, and taxi 178.000 KM (15% more), while for the costs of leasing 25.376.139 or 46% more has been allocated.
