Oslobođenje: The Draft Law on Fiscal Systems, which has been confirmed at yesterday’s session by the Government of the FBiH, is a part of the fiscal reform inside which the already imposed fiscal instrument (VAT) requires technical equipment of tax payers by fiscal counters; such have been used in the RS for several months already.

According to the announcement of the Government of the FBiH, this draft prescribes the obligation of evidencing each individually achieved turnover through the fiscal counter or some other fiscal product, independently on manner of paying (cash, check, transfer order and card). This obligation applies to each person registered in the registry for turnover of commodities and providing services.

In regards to this, it has been emphasized on the introduction of digital counters and other machines, as the most modern solutions, which are advancing the fiscalization, contribute to reduction of gray economy, stop fiscal misuses and create equal trading conditions to the benefit of legal business.

By applying this law, legal security in trading, and stability and protection of consumers will totally be achieved, while monitoring of the implementation of the Law will be responsibility of the Federal Ministry of Finance, the Tax Authority and the Inspection affairs administration.

The Government has also confirmed the Draft Law on Changes and Amendments of the Law on Tax Administration of the FBiH. Changes relate to implementation and executing activities from the area of all kinds of federal, cantonal and municipal taxes, contributions, taxes and financial penalties for tax violations. Taxes imply those for a known company and for holding the machine for games and lottery.

New legal text defines the terms of tax confidentiality and tax information. Employed in the tax authority, according to the draft law, are not allowed to be in political parties, at any level, has been informed from the session of the FBiH Government.
