Nezavisne novine: Seven municipalities from the RS are the winners of this year’s certificate ISO 9001:2000, "Quality Management and Quality Assurance", which are being assigned as a proof on qualitative functioning of management system, or leading the affairs in local administration.
Certificates have been handed out to municipalities of Zvornik, Šekovići, Srebrenica, Milići, Donji Žabar, Vlasenica and Bratunac as a proof on qualitative functioning of management system.
According to Zoran Lipovac, Minister of Governance and Local Self-Governance of the RS, the goal is the improvement of quality of public services and the introduction of user’s instead of the bureaucratic orientation of local administration.
"This way, quality of life in local communities will significantly be improved and balanced. This practically means that in the next months we will deal with modernization of the information-communication infrastructure in all municipalities of the RS", Lipovac has said.
Achieving the planned goals: According to him, ISO 9001:2000 is a managing system, which directs the organization of work towards the achievement of stated aims, in a sense of quality of business and providing of services.
"That system consists of organizational structure, accountability, processes and resources required for system management. This is the system in which everyone knows exactly what to do, who will do it and how it will be done", Lipovac has said.
Project of implementation of the ISO standard has been financed by the Government of Norway, and certificates have been made by certificate house "Tuvadria" from Sarajevo.
ISO 9001:2000 specifies the requirements for quality management system for organizations which should show their ability to provide the service which fulfills the requirements of parties and requirements of applicable regulations to a purpose of increasing the satisfaction of parties. All activities are connected to users and satisfaction of their needs.
This model equally applies to different types of productive and serving organizations, administration, state administration, banks, hospitals, schools, faculties and other types of affairs, or types of products and services.
“Satisfied” municipalities: Mladen Popović, mayor of Municipality of Vlasenica, has expressed his satisfaction because of the fact that his municipality has received a certificate, which means a lot as recognition of work with parties and work with the Center for providing services, which has been introduced in 2008.
"We are glad that we have received the ISO standard as a confirmation of qualitative work with parties and in the next period we will try to introduce more improvements. It is the turn for digitalization and electronic business of our municipality, as well as networking of all systems, creating the database", Popović has said.
Goran Mitrović, mayor of Municipality of Donji Žabar, has said that the main function of municipal administration should be in serve of citizens and that this certificate is only a confirmation of it.
"For two years of work of the Administrative service of municipality, we have improved a quality of proving services to citizens to the extent that citizens are finishing their things very quickly. We believe that we will continue this trend and we want to create such ambient that citizens at one place and in short time receive all the information and required papers", Mitrović has said.
For better services to citizens:As Lipovac has said, units of the local self-governance in the RS are getting more and more aware of significance of organizing of local administration in providing of services to citizens.
"The fact is that the steps towards the improvement of quality of providing of services to citizens are constantly being taken, centers for providing services are getting opened, info desks, digitalization and electronic business in municipalities are being introduced, and all this impacts the improvement of quality of services", Lipovac has said.
One of the strategic goals of the Strategy of development of local self-governance in the RS, on which the departmental ministry currently works, is ensuring of availability and quality of public services for all citizens. That is possible towards regular examining of satisfaction of service users in all municipalities, improvement of regulatory and control of function in the sector of services, quickening of building infrastructure and improvement of providing of services through the one-private partnership, introduction of electronic government in all municipalities with the unified information system of local self-governance in the RS, which will be the priority in next period.
