Nezavisne novine: The Council of Ministers of BiH will reduce the allocations for salaries and remunerations of employed in state institutions by about 40 million KM, by which the part of obligations taken by the BiH governments during the negotiations on stand-by arrangement with the MMF (International Monetary Fund) will be respected.

"We cannot go into the budget rebalance, because the law does not allow it. I personally think that we should make a budget rebalance when we have an excess or deficit", has been said by Nikola Špirić, State Prime Minister.  

Yesterday, the Council of Ministers of BiH has adopted the Proposal changes of the Law on unified account and indirect revenues system, by which the individual sub-account at the unified account of BiH for collecting the revenues from toll-roads has been established.

"We have confirmed the proposal changes of two laws, which will be deliberated by the Parliament by an urgent procedure or by a principle “take it or leave it”. By these changes, it has been stipulated establishing of the individual sub-account at the unified account, to which the revenues from toll-roads of the amount of ten cents per liter of gas will be collected. By these changes we have started the implementation of obligations overtaken during the negotiations on stand-by arrangement with the MMF", has been said by Špirić.

Today, the Commission for finances and budget of the House of Representatives of the Parliament of BiH will deliberate in the second reading the Law on Accisses, by which, besides others, will be stipulated the introduction of taxes of ten cents for a liter of gas. The Law on Accisses should be deliberated by the Parliament next week.

At yesterday’s session, the Council of Ministers of BiH did not extend the mandate to the Commission for property requests of displaced persons in BiH.

Špirić has explained that the Council of Ministers of BiH, before the final decision of status of this commission, is waiting for the opinion of the Presidency of BiH, by which the commission has been established.

"The Commission for property request has spent by now around 1.7 million KM. The Council of Ministers of BiH did not accept the report on its work, but the decision on its cancelation we could not adopt unless we receive a standpoint of the Presidency of BiH. The Commission should solve around hundred requests more. We have not decided if we should form a temporary commission for solving these issues or we should transfer all these subjects to the Court of BiH, where the citizens can ask for a protection of their rights", has been said by Špirić after the session of the Council of Ministers.

The Council of Ministers of BiH has nominated Tihomir Ćurak and Jasminka Suša for the members of the Civil Property Commission. They will replace the previous members Anka Šešlija and Dževad Delić.

The ministers have also accepted the information on status of property of companies from BiH in the countries formed by division of former Yugoslavia. It has been concluded that the Ministry of Justice of BiH intensifies the activities on concluding the contract on property-law relations with the previous Yugoslav republics.

There has also been adopted the information on condition of safety of journalists, in which it has been concluded that during last year 34 cases of verbal and physical attacks on them have been recorded.

"In the first three months, the total of 12 attacks has been recorded, which is an improvement in relation to the last year", Špirić has said.
