Oslobođenje: With March bills for spent electricity individual consumers in the FBiH have received a form on buyer of electricity with supplemental explanation. It is about requesting for the personal identification number, e-mail address and a cell phone number (besides the name, address and usual technical data). But, besides this digging into the privacy of citizens, they have become even more scared by the threat that in the case they do not provide this data, will be left without electricity. In this threat, as they have read, some of them have seen some forms of monopoly behavior and roughness.

New contracts

The director for trading and supplying of the Elektroprivreda BiH, Emir Aganović did not have time yesterday for conversation with journalists. We have, however, found out from other sources that it is about executing the obligations from the General conditions for electricity providing, which has been adopted by the Regulatory commission for electricity in the FBiH. Application of this document starts with July 1st, and by then the distributors of electricity in the FBiH must conclude the new contracts with consumers, which are the reason why they have been asking for mentioned data.

Secretary of Sarajevo’s Association of consumers "Putokaz", Meho Mujetić says that he has recently talked to Mr. Aganović regarding this situation.

– He has explained to me that it is about general census of electricity consumers, which is being done for the first time after the war. In the meantime a lot of it has changed, people have been killed, people have died, changed their address, bought the new apartments, or inherited the new ones…It is logical that we need a new data for a normal bill delivery and payment, as well as a need of Elektoprivreda to make an order in its evidence of consumers. This is a legal obligation and I do not see any threats for citizens – Mujetić has said.

Similar opinion we have received from the ombudsman office for consumers in BiH, Dragan Doko, whose assistant Mediha Bakalović, explains that the contract on providing electricity is in accordance to the Law on obligation relations, which is naturally a mutual obligation contract", and concludes:

– Since it is about a formal legal contract on providing economic services of a general interest, we think that mentioned elements are needed in contract, because service provider must have all data on consumer in case of not paying the service or some other illegal action of consumer in the purpose of prosecuting by the competent court – she has said.

Payers without worries

The spokesperson of the FERK, Ines Kujundžić has said that she does not have an insight into the manner in which the companies such is Elekroprivreda, apply the law.

When speaking of the fear of legal consumers and regular payers that after July 1st they could be left without electricity, we have been told in Elektroprivreda that each director, who breaks the contract with such consumer, should be arrested right away, and that the citizens will be timely informed on everything related to applying the FERK’s document.
