Nezavisne novine: The process of hiring civil servants is long, and measures undertaken by BiH institutions in order to improve this, are insufficient and untimely.

This is a conclusion of state auditors, who have for the first time in BiH done the audit of performance on the process of hiring civil servants in BiH institutions.

"Inefficient procedures have negative consequences for society and contribute to distrust of public in work of state institutions", has been stated in the report, which has been published yesterday by the Office for audit of business of BiH institutions.

The auditors have illustrated their grade by the data that there are procedures of hiring, which have lasted for more than a year, even though three months were needed for their realization.

"Each fourth working position, whose filling has been announced in 2005 and 2006, has not been filled until December 31st, 2007, and each seventh procedure did not result by hiring successful candidates", has been stated in the audit report.

Process of 48 to 479 days

The analysis has shown that for hiring the leading civil servants 197 days would be needed on average, and five days for others.

"They both have the procedures, which have been efficient and those, which have lasted for more than a year. Procedures of hiring the leading civil servants are in duration of 82 to 368 days, and other civil servants in duration of  48 to 479 days", auditors have written.

Phases, which spend the most time, are preparation and publishing the ad text, forming of commission and holding the first session of commission. Auditors have stated that those are the tight filters of whole process. More than 70% of time is being spent on realization of ADS.

Auditors have done their report on examples of 102 contests in 14 institutions, even though they state that for the three-year period (2005, 2006 and 2007) they have followed the total number of contests and their implementation in 45 institutions.

"The agency has in this period published 288 public contests, in which it has announced hiring of 1.616 civil servants", has been stated in report.

The analysis of auditors has shown that in the total number of levied contests 76% of them has been finished, 2% canceled, and 22% not finished.

"For application of the procedure of hiring civil servants more than six months have been used on average. There are procedures, which have been finished for less than 50 days, but also those, which have lasted for more than 16 months", auditors have written.

In the audit report it has been stated that the trend of transferring the levied contests from year to year has been increased, and that 63 ads have been transferred in 2008, and five of them have been levied even in 2005.

Bad plan of hiring is a reason why BiH institutions transfer the problem even to the Civil Service Agency. Auditors say that inefficient procedures of hiring negatively influence the work of BiH institutions, and that the reports of the Council of Ministers and the Civil Service Agency have also been pointing out to that. They also say that the institutions do not execute their work plan; budget funds are being spent for hiring external workers and additional payments to existing employees for doing additional affairs.

"Long procedures of hiring negatively influence candidates for job because they extend the time of uncertainty and waiting, and contribute to non-transparency and create distrust of public in work of state institutions", has been written by auditors and added that they have not analyzed the professionalism and expertise of commission members and have not let themselves into an analysis of questions at written and oral exam.

This report contains recommendations sent to the Council of Ministers, the Civil Service Agency and the institutions of BiH, which hire civil servants. Recommendations include the proposals how to deliberate changes of the previous system and regulations.
