Almost 20% of illiterate citizens put Bosnians and Herzegovinians into the worst literate in Europe.

There should also be mentioned an enormously high percentage of abstinences from attending the school, even the obligated elementary education. Additional stressing circumstance is not sending of female children to schools, which is mostly present in rural locations.

Catastrophic results

When speaking of higher education, data is even worse. While in the EU more than 50% of older generation applies to a faculty, in the US even 81%, in BiH there is only 13-15% at the bottom of European scale.

"Such catastrophic results it is possible to improve mostly by the ever-lasting learning. BiH has also moved in that direction. This is also being done by many companies, government and non-government associations, employment bureaus and many others. Unfortunately, this is all being unconnected and unorganized. So, for example, there is no data on training, nor material investments, no clients, users etc. I would, however, mention one strategy, which is in the process of creating the final version. It is, actually, being done by financing and leading by the European training foundation from Turin. There has been tried to record a realistic condition in the area of education of adults and give some recommendations", has been said by Jadranka Mihić, task manager of the European Commission Delegation.

White book

While the Organization for Economic Cooperation and Development (OECD) in its efforts to quicken the development of society in 1996. has proposed the integration strategy, which is based on ever-lasting learning, BiH prepares its strategy more than a decade later. The same year, the European Parliament has proclaimed the European year of ever-lasting learning.

"The European Commission has published its so called White book, which describes conceptions and principles of this kind of learning. That type of learning is very important for BiH, since the citizens in BiH are poorly educated. Education is very abandoned and no attention has been paid to it", has been said by Mihić, reports portal ekapija.
