Nezavisne novine: Replacement of traffic licenses in BiH could start in September, but not this month, as it has been announced, because the contest procedure has not been finished.
As it has been confirmed in the Identification Documents, Data Exchange and Evidence Agency of BiH (IDDEEA), their commission for public procurements needs to re-deliberate a part of contest for drafting the new registration plates because it has been dictated to them from the Complaint office of BiH.
German company the best one again
As we have found out, the best provider for the part related to procurement of registration plates was a German company "J.H. Toennjes E.A.S.T." which has also been the first-placed on tender from 2005. which because of the complaint of the Sarajevo company "Ferba international" still remains at the Court of BiH. BiH Company, "ASA holding", which has applied with a Slovenian partner, has complained about the last contest. Because of the long and imperfect contest procedures, and inuring of the Law on security of traffic, the Council of Ministers has last year renewed the whole conception of replacement of traffic licenses and introduction of new registration plates, stickers and ownership cards.
Amir Pilav, chairman of the Complaint office of BiH, has said that a month ago they have canceled decision of commission of the IDDEEA and returned it to repeated procedure, by which they have finished their part of job.
The process of registration of vehicles will not be canceled because the entity ministries of internal affairs have levied the contests for procurement of registration plates by September of this year.
This is a second contest which has been levied last year because of the replacement of traffic licenses, which stipulates the introduction of new registration plates and stickers. One contest has been canceled, and another one from July last year has not yet been finished because of complaints.
"Procedures of public procurements are such that we can always expect them to last longer than predicted. The same thing happened with this contest after complaints of some companies. When speaking of the agency, the process could start right now because everything is ready, but we must respect the procedures", has been said by Siniša Macan, director of the IDDEEA.
He adds that their commission has selected the best providers for four lots, and that in further procedure they have delivered all required documentation to the Complaint office of BiH, and that now they wait for the interpretation of the Agency for Public Procurements of BiH.
"It is much smaller damage to wait to get into the process of replacement of registration plates, than get into procedure unprepared. We now have a base of registered vehicles in BiH, base of stolen vehicles, and it is also being waited on connecting of stations for technical check of vehicles, which leads the Ministry of Transport and Communications", says Macan and reminds that replacement of personal documents has started the way that everyone was worried about the look of identification cards, and later on some negative consequences have appeared because of defect of the system.
