Dnevni avaz: The Proposal Law on State Property is almost finished, regarding the fact that there are some consultations I need to do with the colleagues in the Commission for state property, has been confirmed yesterday for "Dnevni avaz" by Zvonimir Kutleša, chairman of this commission.

He has announced that this proposal he plans to present to members of the Commission at the session which he will schedule next week.

He has also said that he thinks about the new model of the first registration of state property with respect to the fact that the standpoint of members of the Commission and political leaders still remains opposed to this issue.

– I do not want to talk about that model, because it would not make sense before I consult the members of the Commission – Kutleša has said.  

Tito's objects problematic

Nobody dares to precise how long will the property census take.

– I have some insights that there is some précised data on state property in the Geodetic institute of BiH and in the Ministry of Defense as well… But, unresolved conditions in the land registries, cadastres can take the time from us as well as the question of residential objects of the president of our former state, Josip Broz Tito out of which many have never been registered – Kutleša has said.

For everything else, he adds, there is also the agreement in Prud of the leaders of the Socio Democratic Action, Party of Independent Socio-Democrats and Croatian Democratic Party of BiH – Sulejman Tihić, Milorad Dodik and Dragan Čović.

– The most important is that leaders have agreed on fundamental principles – that there is agreement that the property should be distributed by the government levels, and that it will be done right after the state property has been listed, by the agreement between those government levels, meaning the state government, entity and the government of the Brčko District – Kutleša has said by adding that he does not expect any additional explanations from the next meeting of leaders,  "because they have already said that they have graduated this question".

When speaking of the census, at the next session of the Commission there will be deliberated the instructions for census and the forms for collecting the data on state property. Even if the proposal law becomes agreed at next session, it will not be sent to the further procedure nor will it create an agreement between the government of state, entities and the District unless the census has been done.
