Nezavisne novine: All the master offices in BiH should be networked by May this year, which is one of the important pre-conditions for liberalization of visa regime.

This has been confirmed yesterday in the Identification documents, data exchange and evidence agency of BiH (IDDEEA), former directorate of the CIPS, which from the end of last year has been obligated for this project by the Council of Ministers.

With electronic connecting of master offices there will also be organized the training for the employed, which will be implemented by the IDDEEA in April and May this year. "The obligation of each authority is to make their own program of training, especially in the segment of rights and implementation of regulations related to the personal documents", Macan has said by adding that the IDDEEA has delivered the standards and recommendations of the International Civil Aircraft Organization (ICAO), which should be respected.

 

Siniša Macan, director of the IDDEEA, has said yesterday that 87% of municipalities in BiH are already electronically connected.

"Also, 67% of municipalities already has the electronic evidence, but the entity authorities must ensure the conditions in order for this evidence to be digitally signed by the end of 2009., which is a condition for automatic process of verifications", Macan has said.

He warns that the biometric passports will not be issued unless the whole job around the electronic connection and verification of data has been finished.

"Issuing of biometric passports will not start unless the official of the master office in municipality is not able to electronically verify to the official of the MIA that some person is a citizen of BiH and that they posses a valid document, or a birth certificate, certification on citizenship, which has been issued in accordance to the law", Macan has explained.

He reminds that the problems related to issuing of personal documents have mostly appeared because the entering documentation was not valid, as are the birth certificate or certification on citizenship.

Macan claims that the IDDEEA has already signed the technical standards for electronic data exchange, and the ways of connecting of all authorities who deliver the data have been defined.

These rulebooks have not been adopted at the last session of the Council of Ministers of BiH, even though they have been on the agenda. As we find out, there were some complaints of Tarik Sadović, minister of security, who has asked to firstly declare on rulebooks delivered by his ministry.
