Oslobođenje: The Executive Director of the Directorate for the European Integrations of BiH, while the Civil Service Agency of BiH does not implement the procedure of contest, will be the chairman of the Council of Ministers of BiH, Nikola Špirić, has been decided at the yesterday's session of the State Government, after Osman Topčagić has been dismissed from director position of the DEI of BiH due to his leave to the place of the Ambassador of our country in the mission of the EU in Brussels.

In accordance with the Law

Špirić has notified how he will coordinate the DEI on the basis of the legal competencies and obligations. In harmonization with that, as an executive director, he has announced how he will already at the next session deal with the questions of liberalization of visa exemptions and fulfilling the conditions for a quicker association with the EU.

-Already in the next few days I can see the slogans in which there will be question asked how come he is on that position, is that in accordance with the Law. Insisting that the directors of certain institutions remain representatives of only one nation for years are unclear. It seems that everyone has started to enjoy in the national sheepfolds. That is totally unclear to me, but what can we do – where stops the logic, begins BiH – he has concluded.

Although it has been planned at the yesterday's session to nominate the directors of the agencies and their deputies in the agencies for police support, education and professional education and forensic examinations and expertise, it did not come to that.

Nothing for police

The chairman of the Council of Ministers has said how he has put this article on the agenda in order to show that he is not the one who blocks the process, as it has been confirmed.

– I have put it and was ready for solution, but it has been asked to remove it. It is needed before that process to agree the transfers of certain competencies from the State Investigation and Protection Agency, to determine the base of the agency and a national structure of the leading staff. The contest procedure has been implemented, but none of these issues have been solved – Špirić has said.

The Council of Ministers has adopted the decision on forming the inter-departmental working group of 12 members for creation of the draft law on population, household and apartments census. At their forehead is Zdenko Milinović, director of the Agency for Statistics of BiH, and the deadline for creation of laws is 100 days. The state government has allocated from the current budget reserve 100.000 KM on the name of humanitarian assistance which will, over the International committee of the Red Cross, be delivered to the civil population in the region of Gaza.

Outflank of the state and private connection

The chairman of the Council of Ministers has notified how the state government has dictated to the Ministry of Foreign Trade and Economic Relations of BiH to deliver within three days in cooperation with the entity authorities the total information on the problem of supplying of our country by gas. This information should contain the data if BiH possesses energy products which could represent a change for gas, in what amount and for which period of time. There has also been asked for an answer if the solution for alternative supplying of BiH by gas requires the additional financial funds and in what volume, and if the actual situation has caused the consequences, for whose sanitation the assistance from the international institutions is needed and what the consequences are.

Špirić has complained about the fact that, even though he does not have any competencies in the area of energetic, that the country is being outflanked, he has used the personal acquaintances with the Hungarian Prime Minister Ferenc Gyurcsany in order to warm up the heaters.
