Nezavisne novine: Replacement of the vehicle registrations, by which the introduction of new registration plates and stickers, has been predicted, will not begin this year, as it has earlier been announced, but in March next year. This has been confirmed in the Ministry of Transport and Communications of BiH, and the reasons for adjournments are the contest procedures. In the Agency for Identification Documents, Evidence and Exchange of Data of BiH (IDDEEA), a former Directorate of the CIPS, they have launched the contest, but because of the complaints it has not yet been confirmed who the best bidder is. In the Office for Complaints of BiH, which decides in the process of public procurements, they have said that this subject has not yet been solved.
"We cannot say when this decision will be adopted, because we have asked for additional information and documentation of the contracting parties", has been said by Amir Pilav, presiding of the Office for Complaints of BiH.
As we have found out, this will all adjourn the process of replacement of traffic licenses. The first contest has been launched in 2006, when the German and Austrian companies have been selected, which will have the epilog in the Court of BiH, because it has not yet been decided by complaint of the Sarajevo Company "Ferba international". The second contest, which has been launched in May by the CIPS Directorate, was canceled, and the complaints for it are in the process of solving. Because of the other and incorrect contest procedures, and inuring the Law on Safety of Traffic of BiH, the Council of Ministers has last year renewed the whole conception of replacement of the traffic licenses and introducing the new registration plates and stickers. As it has been predicted, the existing traffic licenses will be replaced by the confirmation on ownership, and the confirmation on registration and a sticker on realized technical check on a visible place of the vehicle, will be received. From the CIPS Directorate they have earlier pointed out that the owners of vehicles do not have to immediately change their registration plates, and as long as the vehicle is in their possession, they can drive it with the existing registration plates. The crowds are not expected, because the traffic licenses will be changing gradually, or by expiration of the registration of vehicle.
