Nezavisne novine: The civil servants and employees in six Institutions of BiH, dissatisfied by certain solutions in the Law on Salaries and Remunerations in the Institutions of BiH, have yesterday held a two-hour warning strike.

Neđo Đurđić, president of the Representative Union of the Institutions of BiH, has said that the employed in the Agency for Investigation and Protection of BiH (SIPA), the Agency for Demining, the Agency for Work and Hiring, the Advocacy, the Agency for Identification Documents and Evidence and Exchange of Data (IDDEEA) of BiH and the Ministry of Defense, have had a strike from 11:00am to 1:00pm.

Đurđić says that the warning strike of the employed in the state administration will last a month, two hours per day, and if the employer by then does not fulfill the demands of this Union, they will start a general strike.

"We ask for an equal treatment in forming the salaries in relation to the other levels of government in BiH, protection of subsistence minimum, the most endangered categories of the employed in the Institutions of BiH, among whom are the policemen and soldiers, adopting the bylaw acts within a deadline of one month and protection of rights on giving birth and motherhood", Đurđić has reminded.

He says that it is too early to talk about the consequences of strike, but he claims that the employer, because of avoiding the dialog, takes over the consequences and damages of strike.

"12.000 employees in six institutions have not come to strike because to some of them that is forbidden by the Law. The SIPA and army are specific institutions and the Law does not allow their employees to strike. In the SIPA, employees work in three shifts. Those who are on their shifts during the strike, they cannot strike, while those who are not, they can join their colleagues and strike", Đurđić has explained.

He added that the three-month application of the Law on Salaries and Remunerations, has shown that equality in determining salaries, has not been ensured.

"Because of lack of it, the Law will in its application have a permanently damaging impact on the employees, institutions, BiH and its citizens", Đurđić said.

Nikola Špirić, the chairman of the Council of Ministers of BiH, has said that the negotiating team has been formed, which will meet up with the representatives of the union of the employed in the state institutions.

 "I have obligated the ministries of security, justice and finances and treasury, to correct the lacks of the Law on Salaries and Remunerations in the Institutions of BiH, by using the legal acts", Špirić has said.

Tarik Sadović, Minister of Security of BiH, has said that the demands of strikers are not clear to him because the Law has predicted increase of salaries to all civil servants.

"When the employer starts the dialog, the union will at that exact moment, cancel the strike", has been announced by Neđo Đurđić, representative of this union.

Without strike in the IDDEEA of BiH (former CIPS)

The employed in the Agency for Identification Documents and Evidence and Exchange of Data (IDDEEA) of BiH (former CIPS), have not joined the strike yesterday because the union board of the Agency has put out of inurnment the decision of the representative union of the Institutions of BiH, has been confirmed by Amila Opardija, spokesperson of the IDDEA.

"Majority of members of the union board, by putting the decision of the representative union aside, have on October 24th decided not to be a part of the strike of warning", Opardija has said.

The team of the "Independent ones" has yesterday tried to enter the Ministry of Defense and SIPA in order to talk with the state officials in these institutions. At the reception of these institutions, their entrance was not approved during the strike.
