Nezavisne novine: According to the registrar of the Civil Service Agency in the FBiH in different federal institutions employed are 60 persons who have on different bases achieved the right on retirement. This has been stated in the answer on the delegate’s question which has been asked by Sandra Redžić, the representative of the BPS in the Parliament of the FBiH. The oldest employee, Zlatko Bučec, is assistant of the administrator in the Penal-Correctional Institute in Zenica, who has turned 69, and works for 42 years. The longest years of service, 44 years, has Petar Lovrinović, the operator of the Administration in the PCI in Tomislavgrad. In the Administration of Civil Protection of the FBiH, Milenko Lepušina has been employed. He is 67 years old and has 39 years and 10 months of the years of service. His director Stanko Slišković says, if he were a private employer, he would keep him 20 years more.

Išerić: We have warned the institutions                                 

The director of the Agency, Enver Išerić, on the other hand, explains that the procedure of retirement is not a work of the Agency, but the operator of the institution in which are employed persons who have achieved the conditions for retirement.

"We are only giving the approval on demand of the operator of the authority or institution, but by now we have, by using our registrar, warned the institutions that they have the employees who have achieved the conditions for retirement. However, they get deaf, even though we have warned them on several occasions and the Administrative inspectorate which does the supervision and brings certain solutions, Išerić explains.

"That man works very hard and has great results. I am giving him a five plus, and he will leave his job position forced by the Law, when he turns 40 years of service. But if I were a private employer, I would keep him 20 years more", Slišković has said. Redžić, although says, how the representatives of the government in the FBiH have a full mouth of speech on hiring the young people, and the state institutions and their leaders are the ones who are violating the law.

"On the budgets and job positions they hold people who should have gone to retirement a long time  ago and leave a space for hiring young people", says Redžić. She thinks that the Civil Service Agency is responsible for this, because the Agency opens up the contests and it should lead the analysis on the age and years of service of the employees. According to the actual legislation, the condition for retirement is the age of 65 or 40 years of service for men, or the age of 60 or 35 years of service for women.
