Oslobođenje: If the team which has been formed by the Council of Ministers of BiH does not fulfill the demands of the Representative Union of the institutions of BiH, on November 3rd will begin a strike of the employed in the state institutions in which the members of the Agency for Investigation and Protection of BiH (SIPA), Ministry of Defense of BiH, Agency for Work and Employment of BiH, Advocacy of BiH, Agency for Demining of BiH (MAK) and the Agency CIPS, will participate, Oslobođenje finds out.

Negotiating team

After the Union has expressed dissatisfaction by the treatment of salaries in the state institutions, the Council of Ministers of BiH has yesterday formed the tem of ministers, which will have the conversations with the representatives of civil and police servants and employees in the institutions of BiH, judicial government and public institutions of BiH, with a goal of creation of the bylaw acts, on the basis of the Law on Salaries and Remunerations in the institutions of BiH.  The team in which are the Minister of Security, Tarik Sadović, the Minister of Justice, Bariša Čolak and the Minister of Finance and Treasury, Dragan Vrankić, will submit the report to the Council of Ministers within a deadline of 15 days. In the yesterday’s statement for Oslobođenje, Vrankić has only said that negotiations will start very soon.

Union activists, on the other hand, claim that the Law on Salaries has been adopted to the damage of the employed, and that the justice in distribution of salaries has not been respected. They think that the salaries of the employed in the institutions of BiH are not justly agreed with the salaries on other levels of governments in BiH, and that they are lower in relation to the lower levels. The President of the Representative Union of institutions of BiH, Neđo Đurđić says that he has not yet received the notification on forming the team. According to him, three scenarios are possible: “If negotiations do not begin or we do not agree in negotiations, there will be a strike. If we find a compromise, we will not strike”. Within the competence of the Representative Syndicate there are 60 institutions of BiH, except for the Border Police of BiH and the Indirect Taxation Administration.  

Not all will go to strike

“We have not initiated a strike of all 60 institutions because we wanted to protect the citizens and institutions of BiH from its consequences”, claims Đurđić. He has said that, if it comes to the strike, the pressure on the employers will be selective. “We have suggested only six institutions with 12.000 employed to strike. Of course, all 12.000 of employees will not participate in strike. Parts of the army and police cannot strike, but our syndicate will represent them”, says Đurđić.
