Nezavisne novine: The Council of Ministers of BiH has yesterday after ten months approved the payment of remunerations for work in the commissions for taking the professional and jurisdictional exams.

In the Ministry of Finance and Treasury of BiH it has been confirmed that in this year to neither of the members of these commissions they have paid remuneration, even though they have regularly worked in these commissions.

To the stoppage of payment has come when the Council of Ministers has adopted the decision which has sharpened the criteria for forming the commission and paying the remuneration to the members. Remunerations for work by now have been paid only to the members of commissions for election of the state officials.

According to the yesterday’s decision of the Council of Ministers of BiH, remunerations for work of members of commissions for taking the professional exam are from 15 to 50 KM. Candidates who are taking the exam, pay 100, or 400 KM and this money is being paid in the budget of institutions of BiH. Remunerations for work of the members of the Commission for taking the jurisdictional exam are from 30 to 120 KM, and the candidates pay 880 KM.

They have earlier warned from the Ministry of Finance and Treasury that they are under the constant pressure because from all the institutions they insist on forming different commissions, and paying the remunerations to the members.

To separate the administrative boards from commissions

The Ministry of Justice of BiH has proposed the criteria for determining the rate and way of paying the remunerations for work in the administrative, supervisory boards and working authorities. In the Ministry of Finance and Treasury of BiH they suggest that the management boards separate themselves from the working authorities or different commissions because the administrative authorities are often being formed in accordance with the laws which regulate the work of particular institutions. Currently, remunerations for work in the administrative and supervisory boards of BiH institutions are regulated by the acts and there are big differences in remunerations.

This situation should be solved by a new decision on which it has been worked for months in the Ministry of Justice of BiH, but in the Ministry of Finance they have a list of objections to the draft decision. One of the objections is that there is not a close estimation on how much would be separated for work in commission per year.

"We suggest to the proposer that in the database from the pervious period executes the estimations of the needed funds for work of authorities who have continuity in work", has been written in the opinion of the Ministry of Finance.

Exactly the commissions for taking the professional and jurisdictional exams of the authorities are those who have the continuity in their work, while the public procurements are being led by the institutions individually, and from the next year this will be done by the service for joint affairs of the institutions of BiH.
