Dnevni avaz: The European Parliament prepares the beginning of the process of ratification of the Stabilization and Association Agreement (SAA) and the new resolutions of this subject on BiH, in which the continuation of the debate on legislative reform and strengthening the state institutions has been asked, "Dnevni avaz" finds out. The Committee of the Parliament of the EU for the foreign politics will on Monday deliberate the two documents of significance for BiH: agreement for ratification of the SAA and resolution on situation in BiH.

According to the draft of resolution on BiH, which "Avaz" has received, the European Parliament will encourage BiH to continue with the reforms so it "could become a functional state whose future is in the European Union".

We are reminding the political leaders that the SAA is an opportunity which could be used only if they show enough efforts in the joint reforms on all levels, with a wish to modernize the country and make it more efficient – has been stated in the draft of resolution.

In the working document, which will be found before the European parliamentarians, it is written that the administrative capacities of the state must be strengthened on all levels, including the state, which, as it is stated, "has the responsibility to supervise and ensure the implementation of obligations from the SAA".

Promoter of the resolution is a chief of the Commission of the Parliament of the EU for the South-East Europe, Doris Pack. When speaking of the legislative changes, the Parliament of the EU deliberates the approach that the legislative debates should move into the state institutions and include the civil society, while the question of closing the OHR "still needs to be considered as priority, having on mind the conditions which have been stated by the Peace Implementation Council".

Accusing the activists

The Resolution especially criticizes the Republic of Srpska because of the weak returns of refugees and "the climate of accusing the activists for human rights". The Parliament of the EU is worried because of the weak returns, especially in the RS, where the local governments must organize the special activities to promote the acceptance of returns and ensure the homes and opportunities for employment in the regions of returns – has been stated in the Resolution.

In many amendments which have been submitted by the parliamentarians from the EU on the text of the Resolution, there are several very interesting. For example, Eric Meyer, a Dutch leftist, suggests that "having on mind that the cantons in the FBiH regulate the relations between the Bosniaks and Croats, it should be said that the third entity can be an alternative so the equal conditions for all three constitutional nations can be established".

Several amendments on the draft have been submitted by Doris Pack, who asks for inserting the paragraph in which the Parliament of the EU "alerts that strengthening the state does not mean weakening the entities". Gisela Kallenbach  from Germany asks from the EU to establish the measures so it could help BiH to progress better towards the EU.

It has been concluded that "despite the big challenges of BiH in its fight against the corruption, organized crime, money laundering, drug trafficking, the progress in these areas has been blocked by the lack of political will and inexistence of cooperation between the different entity agencies and police".
