Nezavisne novine: BANJALUKA – The main service for audit of public sector of the RS has given the reserved opinion on business of the RS Government in the last year, and majority of complaints are related to equipping the new building of the Government, has been said by Boško Čeko, main auditor of the RS.
He said that the auditors have given only one negative opinion on business of budget users, in case of the Service of the President of the RS, 13 reports are positive, and 11 of them have received a reserved opinion.
When speaking of the Government building, Čeko has repeated that it has been confirmed in the audit that 28 million KM have been contributed into equipping the building, and in spite the dictate of the Government, the inventory of that property has still not been enforced. He said that the building is equipped using the article 5 of the Law on Public Procurements, which enables the procurement without tenders.
Čeko has suggested that the Agency for Public Procurements of BiH in future has to give more precise instructions for using this article, which is, according to him, unexplained and it gives the room to everyone to interpret it the way they want.
“We have not declared if there was breach of the law here, because we are not the lawyers nor competent to deal with it. We cannot give such grades because there are competent ones who can”, has been concluded by Čeko.
The auditors have also put their complaints on the purchase of vehicles in the value of 4.5 million KM, and the case non juridical balancing with the enterprise “Zmijanjeplast”. Also, increased expenses have been registered for representation and space leasing.
According to Čeko, consolidated report on business of the Government and its departments has been directed to the Board for audit of the National Assembly, while the report on business of the Service of the President, because of noticed imperfections, was transferred to the Prosecutor’s Office and the Ministry of Internal Affairs of the Republic of Srpska.
