Nezavisne novine: SARAJEVO – Employed in the institutions of BiH could in future receive several salaries for work in commissions, if the current decision which regulates this field is being abolished, has been found out in the Council of Ministries of BiH. According to data of Ministry for Finance and Treasury of BiH, in 2008 the remunerations for work in different commissions have been canceled, except for those which are in accordance with the Council of Ministries and this happened after these decisions have been announced in “Official Gazette of BiH”.

15.000 KM per year for individuals

After more analyses and discussing on the sessions of the Council of Ministries of BiH on payments for work in commissions, it has been decided that the Ministry for Justice of BiH proposes a new decision which will regulate this field. According to the draft of this decision, for some members of commissions would be possible to pay up to 15.000 KM per year, and according to the current decision, maximum payment per year is 12 average salaries in BiH, or about 8.000 KM. On the basis of temporary decision, the payments to the commissions which have not achieved any effects cannot be approved, and because of this, many commissions like the Commission for State Property of BiH, have not received the remunerations.

Ranko Šakota, Deputy Minister for Finance and Treasury, says that this Ministry is permanently under the pressures of institutions of BiH to approve the payments for work to the members of different commissions.

“Many in the institutions of BiH consider that the current decision which regulates work of commissions is restrictive and rigorous, because of which the opposition exists from the moment of its adoption. According to this decision, forming commissions and paying remunerations for engagements to the members should be an exception, but not the rule. Payments are regularly being done for work in commissions for selection of the civil servants, and for almost everything else they are being canceled”, says Šakota.

He also says that there are announcements of initializing law suits against the Ministry for Finance because the payments are not approved in some commissions.

“Very often there is no reason for forming different entity and state institutions which in their job descriptions already have cooperation in certain projects”, says Šakota. He repeats that by the Law on Salaries in BiH it has been instructed to valuate individual effects of the employed on basis of confirmed criteria, and by the payments to the commissions the system which is just establishing itself, is being damaged.
