Večernji list – SARAJEVO – Where has money for the project “The Governments without papers” disappeared, which according to the dictate of the Government of the FBiH has been made two years ago by the Federal Institute for Development Programming, is a question which in their report asked the auditors from the Federal Office for Audit. This question remains unanswered by today.

Imagined as the project of modernizing work of the public administration, which would by applying informational and communicational technologies be in a better contact with public, building of the “Electronic Government” (E-Government), in which the federal institutions were supposed to include themselves, is full of juristic emptiness and illegalities which should be uncovered by investigation.  

The Government without papers

While the federal ministers led by the Prime Minister Nedžad Branković, on conferences only look at their computers, the Office for the Audit of the FBiH in its newest report asks questions who and when took the first tranche of 250.000 KM intended for equipments and implementation of the project “The Government without papers”.

The auditors repeat that the realization of the project of building the E Government (for 2007) signed in the form of implementation contract (Microsoft Premier Support Services Description), the text of the Contract on strategic partnership between the Government of the FBiH and Microsoft of BiH was not presented to them by the persons responsible at the Expert Service of the Government of the FBiH.

Partnership and Contract

On auditor team’s request related to realization of building of the E Government, it was not presented neither a plan of the total needed financial supplies, nor the dynamics of their spending in intended four year mandate.

From the Representation of the Microsoft of BiH, which is framing itself from all possible illegalities, the answer has arrived “that the Government of the FBiH has signed with them a Contract on strategic partnership which defines cooperation”. Stated partnership, bespoken from the Microsoft Office for BiH, “contains the contracts on the right of using the newest Microsoft’s software products and technical support of the Microsoft, which details have been defined in the contract”.
