Dnevni avaz: For the salaries of representatives of the governments of BiH and other employees in state institutions this month has been spent more than 4,7 million KM from the budget.
Small corrections
This has been result of changing the Law on salaries and remunerations in BiH, which has been approved two months ago, regardless of many complaints and dissatisfactions in the Parliament of BiH. This Law has mostly awarded the members of the Presidency, Ministers, and Parliament members whose salaries have been increased by 100 percent, or doubled. This means that they will monthly earn up to 7 000 KM, while very small corrections have been made in salaries of soldiers and policemen.
Deputy Minister of the Ministry for Finances of BiH, Fuad Kasumović says that when we sum up the earnings of all 22 000 of employed, we get the information that the salaries have been increased for 15,8 %. He also says that this overlaps with their expectations to add 55 millions yearly for the salaries.
He says that this salary increase has not been objective and that they are aware of it. But, we were forced to do this because of the contest of the entities and cantons in public disbursement. They lifted the salaries abnormally and not following the diagrams used in all normal economies, and that is increase of domestic production. Increase on all levels was not objective. It was more an attack on the state in order for expert staff to go on entity level – says Kasumović.
Mandate giving
Kasumović says that the only hope is to build disbursements and salary increase on objective basis, by forming Fiscal Council, which will consist of entity and state Prime Ministers and Finance Ministers. First meeting should be held in September, and I expect them to give themselves the mandates to do the work that has been expected from them. This is needed because in the procedure of Law harmonization all important has been removed. Because of the privilege towards the RS, in order for the Law to pass – says Kasumović.
