Nezavisne novine: SARAJEVO – Agency for implementation of the CIPS project has repeated the contest for procurement of registration plates, stickers and other materials for changing vehicle registrations, has been confirmed yesterday in the Agency.

Siniša Macan, director of this Agency, has said that this is not going to cancel the process of changing vehicle registrations. Its beginning has been planned for the end of the year.

“On the previous contest there was not enough of qualified proposals, so the commission that worked on it, in consultation with the Agency for Public Procurements of Bosnia and Herzegovina, has decided to repeat the contest. Owners of cars will not have to change their vehicle registrations right away. They will do it once their vehicle registration is over. There is no reason to cancel the whole process because of the contest”, Macan has said.

If this contest shows better results than the previous one, and once the best proposals are selected, Macan will not expect any latency. Contest that has been performed in 2006 by the Ministry of Civil Affairs of Bosnia and Herzegovina has been shattered first by the Civil Service Appeal Board, and then the Court of Bosnia and Herzegovina received complaints. Macan does not know how this problem was solved because the CIPS Department did not lead the contest procedure.

“Now we have the central system of vehicle registrations and the Law on Traffic Safety of Bosnia and Herzegovina. Institutions responsible for this have to start issuing the documents stipulated this Law. Once the vehicle registration has been changed, the vehicle owner will have a confirmation of ownership, confirmation of registration and the sticker of the received technical check, which will be on the visible vehicle part”, says Macan.

He also said that the vehicle owners do not have to change their registration plates, and as long as the vehicle is in their ownership, they can drive with the existing plates. “As by now, vehicle owner will get the new plates when selling or buying a car. If they do not want to change their old plates, they can keep them as long as they are vehicle owners”, Macan explained.

Car buying easier with leasing

Macan says that the new documents of the vehicle ownership also ease the car selling and buying on leasing. “Present traffic permits did not precisely clarify the difference between car owners and those who drive the same car. This was a problem when some tried to sell a car on leasing. With the new system, drivers will get a confirmation of ownership which might in some cases be available from the leasing company, or the bank. It stays this way as long as someone is the owner of a car. Confirmation of car registration will be repeated each year when registration is over”, Macan said.
