Nezavisne novine: SARAJEVO – The House of Representatives of the Parliament of the FBiH yesterday adopted the Law on Development Bank of the FBiH, which should, in the future own the capital of the present Investment Bank of the FBiH, enlarged by 400 million KM which will be provided by the Government of the Federation.

According to the adopted Law, the Assembly of the Bank is the Government of the FBiH, the seven-member Supervisory Board is appointed by the Assembly of the Bank, at the recommendation of the Ministry of Finances, and the SB elects a director and executive directors by a vacancy procedure. Parliament refused request of the MP Hafeza Sabljaković that the Assembly of this bank consists of the prime ministers of the FBiH and ten cantons.

“We accepted some proposals with which we do not agree and we are ready to go against our convictions, because we want the Law adopted and that bank starts to work as soon as possible. I, for instance, think that the chairperson of the SB should be the Minister of Finances. It is important that it is known that this bank is not going to be the instrument of social policy and that there will be no assets which will not be returned, but loans for truly development projects”, said Minister of Finances, Vjekoslav Bevanda. Numerous MP objections that it is unacceptable that the Development Bank can take loans with guarantees of the Government of the FBiH, without an agreement of the Parliament, Bevanda refused with words that “loans procedures stay the same as present”.

The House of Representatives, until further notice, postponed declaration on changes of the Law on Local Self Governance, which obligates the municipalities in the FBiH to provide for the MPs of the FBiH and BiH offices with telephone and internet. Minister of Justice of the FBiH, Feliks Vidović, said that these changes are contradictory to the European Charter on Local Self Governance, and the MPs had opposing standpoints.

Yesterday were also adopted changes of the Law on Starting Balance of Enterprises, which provide to start in international courts disputes for return of property of enterprises from the FBiH, which are outside of BiH borders.

The House of Representatives is supposed to discuss today the Report on the Work of the RTV of the FBiH and information on the condition in this broadcaster.
