Dnevni avaz: Supervisor for Brčko, Raffi Gregorian, issued an order by which changes of the Statutes of the Brčko District were made for the purpose of improvement of effectiveness and functionality of the Assembly of the District. By the same order, the Supervisor enacted the Rules of Procedure of the Assembly, as well as the new Election Law, which is harmonized with the Statutes and with the Election Law of BiH.

Changed Statutes establishes a mechanism which prevents outvoting of one constitutive nation in the Assembly, more efficient system of voting is being established and representation of national minorities is being stipulated, by introducing two additional MP seats, so instead of 29, the Assembly of the Brčko District will have 31 MPs.

For the purpose of more efficient decision making, from now the voting will be determined on the basis of number of MPs present and voting, bearing in mind that only justified absence from the session can postpone decision making on the matters which are subject of protection from outvoting.

These provisions, as explained, will motivate the MPs to attend the sessions and to reduce to the fullest extent possible the possibility of blockage by absence or by irregular usage of abstentions in decision making.

Supervisor decided to undertake actions now in order to provide for introduction of comprehensive solution by official announcement of elections on May 8, so the candidates would clearly understand the roles and responsibilities if they are elected MPs in October. He also wanted to give as much time as possible to representatives of national minorities so they could get organized for running for two new MP seats in the Assembly – as it was said in the of the order.
