Representatives of the Joint Working Group for the Development of the Strategic Framework for Public Administration Reform 2018-2022 at today’s online meeting agreed on the text of the Action Plan for Public Administration Reform – a document that is one of the key priorities of the European Commission Opinion on Bosnia and Herzegovina’s application for membership in European Union.

Dragan Ćuzulan, State Coordinator for Public Administration Reform, said that finally Bosnia and Herzegovina will come to Brussels, ie the members of the Special Working Group sitting tomorrow, with good news – unblocking the process of public administration reform and adopting key documents in this area.

“Finally, after two years of harmonization, we have key documents to continue to modernize the administration in BiH in a way that it is more transparent, open, effective and provides more reliable, efficient and cheaper services to citizens and the business community,” said Dragan Ćuzulan.

He noted that the Public Administration Reform Coordinator’s Office recently, in cooperation with the Public Administration Reform Coordinators from the Federation of BiH /FBiH /, Republika Srpska and Brcko District, held public consultations on the Action Plan, so this document will be sent to BiH governments and the Council of Ministers of BiH immediately for adoption.

Krasimir Nikolov, Head of the Section for European Integration, Political Affairs, Public Relations and Information at the EU Delegation to BiH, praised the work of representatives of thematic working groups and the Joint Working Group on finalizing the Action Plan, as well as the Public Administration Reform Coordinator’s Office on a proactive approach.

Measures in the Action Plan relate to strengthening the capacity of public administration through the implementation of principles and achievement of principles and standards of EU countries, establishing user-oriented and transparent public administration, building a professional and depoliticized civil service system based on merit system and establishing rational, coherent, efficient, effective and responsible organizational structures of public administration at each level of administrative authority.

BAM 61 million will be needed to implement the BiH Public Administration Reform Action Plan.

A few days ago, the Republika Srpska adopted the Strategic Framework for Public Administration Reform, two years after the Government of the Federation of BiH, the Government of the Brčko District of BiH and the Council of Ministers of BiH did so.

By the way, tomorrow, July 8, 2020, a meeting of the Special Working Group for Public Administration Reform between BiH and the European Union will be held, at which BiH will submit a report on previous activities in the field of public administration reform.
