Procurement of consultancy services – provision of technical assistance for implementation of the project of support to the public administration reform “Improvement of Rules and Procedures for Legal, Other Regulation and General Documents Drafting in BiH” as set forth in the tender documentation.

As in tender documentation. Estimated value of the contract is 800.000,00 КМ including the VAT.

Not required in the I-phase prequalification, bearing in mind that acceptable suppliers will be obligated to submit, in the II-phase an appropriate tender seriousness security as will be set forth in the call for submission of tenders and the tender documentation.

Section IV: PROCEDURE
IV.1 TYPE OF PROCEDURE:
Restricted – international competition
NOTE: the Contracting Authority reserves the right, in case of need for new services, to implement the negotiating procedure in accordance with the provisions of the article 11 paragraph (4) item d) of the Law on Public Procurements of BiH.
IV.2. CONTRACT AWARD CRITERIA (art. 34 PPL)

IV.4 CONDITIONS FOR OBTAINING TENDER DOCUMENTS (art. 18 of the PPL)
Tender documentation for the phase of prequalification can be taken by 16.11. 2009. every working day from 10:00 to 16:00 hrs at the address of the Contracting authority stated under I.1, or it will be submitted to the interested candidates at their request submitted in the written form (by post or fax). No financial remuneration is stipulated for taking the tender documentation.
IV.5. LANGUAGE REQUIREMENTS REGARDING TENDER, if other than official BiH languages are also accepted (article 8 PPL)
Tenders shall be submitted in one of the official languages of BiH.
IV.6. TIME LIMIT FOR RECEIPT OF REQUESTS TO PARTICIPATE
26.11.2009. at 12.00 – noon
IV.7. MINIMUM TIME FRAME DURING WHICH THE TENDERER MUST MAINTAIN VALIDITY OF ITS REQUEST
90 DAYS after final deadline for submission of requests
NOTE: Acceptable tenderers shall after the first phase be obligated to declare on the option of the tender in a manner as stated in the tender documentation for submission of tenders.
IV.8. DATE AND PLACE OF TENDER OPENING
Contracting authority will open the requests to participate in restricted procedure after deadline specified for reception of requests. Opening will not be public.
Section V: ADDITIONAL INFORMATION
1. The Request has to contain all the requested documents stated in this Procurement Notice, as well as documents stated in the tender documentation in a manner and in form set in the tender documentation. Otherwise, the request can be eliminated because of legal or essential shortcomings.
2. Interested candidates can in written form (by post or fax) request from the contracting authority clarification of the tender documentation for the phase of prequalification at the latest 10 days before the deadline for submission of the request stated under IV.6. i.e. by 16.11.2009 or by sending a letter by fax to number 033/565-761, contact person Nedžib Delić.
3. The Contracting Authority bears no expenses of the tenderer incurred by this Notification on Public Procurement.
4. The Contracting Authority reserves the right to stop-cancel the procedure of award of contract for reasons-cases specified in article 12. of the Law on Public Procurements, and thereof will inform tenderers and publish information on cancellation.
5. Candidates who satisfy the phase of prequalification shall be invited to participate in continuation of public competition.
