The Council of Ministers of BiH has at today’s session determined the Proposal law on changes and amendments of the Law on administrative procedure, which will be delivered by the Ministry of Justice of BiH to the Parliamentary Assembly of BiH for deliberation by the basic legislative procedure.

Changes and amendments of the Law, besides others, enable electronic delivering of requests and introduce other possibilities related to electronic management of administrative procedure with a goal of enabling the citizens achieving their rights in an easier way. This way, implementing legal solutions prescribed by the Law on electronic signature and the Law on electronic legal and business turnover, have been enabled.

The Council of Ministers of BiH has, besides others, determined the Proposal law on change and amendment of the Framework law on higher education in Bosnia and Herzegovina. Proposer, the Ministry of civil affairs, will deliver the Proposal law to the Parliamentary Assembly of BiH for deliberation by the urgent legislative procedure. The amendment of Law determines the competence of the Council of Ministers of BiH, for adopting the Rulebook on using the academic titles and attaining scientific and professional titles, which will be proposed by the Ministry of civil affairs. This way, legal emptiness will be removed in the paragraph 6. of the Framework law on higher education in BiH. So, in a unified way, BiH will regulate the issues of academic titles and attaining of scientific and professional titles and improve the mobility of BiH students and university professors.

The Proposal law on free regions in BiH, the Proposal law on general security of products, which prescribes the obligation of producer to only out the safe products on market and the Proposal law on changes and amendments of the Law on market surveillance, which in an adequate and unified way arranges control of safety of products on market, have also been determined.

The Council of Ministers of BiH has adopted the Rulebook on manner of keeping and special measures of technical protection of personal data, which has been proposed by the Ministry of civil affairs. By the adoption of this rulebook, there will be created conditions for fulfilling the obligation originated from the Law on protection of personal data, that all persons at the BiH territory, regardless of their citizenship or residence, get ensured protection of human rights and basic freedoms, especially the right on confidentiality in a sense of processing the personal data related to them, has been informed from the Intelligence service of the Council of Ministers of BiH Secretary General.
