The public administration reform in BiH, trends in public administration in countries of the EU, and reforms of the areas of public finances have been topics of lectures which have been held today by representatives of the Public administration reform coordinator's office (PARCO) at the Faculty for Economics of East Sarajevo.

By taking into consideration reforms in the area of information technologies, Marina Kavaz – Siručić, Expert Adviser for public administration reform in the area of Institutional communication, has pointed out that many people equalize the term of an e-government with a term of the “government without papers” and has added that such observation is wrong.

“Electronic government is something else, it is a communication with public administration from home, by electronic way”, Kavaz – Siručić has said. She has reminded that standards of the European Commission speak on achieving of 20 e-services which should become available to citizens in BiH, as are for example, personal documents, social contributions…

When speaking of trends in public administration, Kavaz – Siručić has said that those are, besides others, public-private partnership (in Germany – government together with private sector builds the highways), and new model of hiring (in Sweden – country leases agencies which search for qualitative experts), but the two-way dialog with citizens as well (countries implement campaigns in order to question opinion of citizens)…  

 “One of the arguments that we are also turned to citizens is the Interactive map of public administration in BiH, which has been created by the PARCO”, has been said by Kavaz – Siručić. Interactive map of administration has been placed on website of the PARCO, it contains the information for all four government levels in BiH and it is intended for citizens and business community.

Azra Branković, Expert Adviser for public administration reform in the area of Public finances, has said that the reforms in this area are necessary and that in the last 15 years they have not been encompassing, strategic and planned. Branković was speaking on existence of the Public Administration Reform Fund, which is being coordinated by PARCO, or a place to which the funds are being placed in order for them to be controlled. By money from the Fund financed are the aimed projects approved by the state, entity and the Government of the Brčko District of BiH.

Branković has also talked about problems in reform in the area of public finances, and those are the lack of qualified staff and computerization.

The lecture was organized for students of third year of the Faculty for Economics, in a frame of the subject “Theory and policy of economic development”.
