The public administration reform does not mean the introduction of the constitutional changes on “small doors”, and the local politicians need to overtake the measures in order for the reforms to be implemented, is the standpoint of the High Representative of the EU, Miroslav Lajčak during the conference “Parliament for Europe”. The second session of the conference, which has been organized by the Office of the High Representative of the EU yesterday in Sarajevo, was dedicated to the public administration reform in BiH in the context of associating of our country with the EU.

“In the last report of the European Commission it has been concluded that the public administration reform is in a primary phase, but that there is much more to be done”, Lajčak has said and added that he has warned the parliamentarians that some proposals which would, if they get adopted, return the public administration reform to the beginning, are in the parliamentary procedure. Gregor Virant, the professor at the Faculty for administration in Ljubljana and a former public administration minister in the Government of the Republic of Slovenia, has said that the public administration reform in this country still lasts and that it is a process which never ends. He has said that the experiences of Slovenians can be passed to BiH as well, and pointed out that the principles of lawfulness, responsibility and openness applies to all the levels of public administration. Virant has pointed out that for modernization of the public administration the political support is needed. Meanwhile, he said that in such process political decisions are not the only ones needed, but a professional apparatus of public administration as well, in order for the reforms to be implemented.  

“In all countries of the EU this process lasts from month to month, from day to day”, Virant has said.

On building of the civil service required for a functional country member and building of the capacities of administration in accordance with priorities from the European partnership, Nevenka Savić, the State Public Administration Reform Coordinator and Suad Musić, the Deputy Coordinator, have talked.  The members of the state and entity parliaments in BiH and the Assembly of the District of Brčko have been present at the conference.
