The second session of the Public Administration Reform Fund Joint Management Board was held on March 7, 2008 in Sarajevo. The session was attended by all the members of the Joint Management Board.

At the agenda there were adoption of the minutes from the previous session, information on statements of the absent members of the Joint Management Board on the Rules of Procedure of the Joint Management Board of the PARF, and discussion on the documents “Guidelines for establishment and work of the Commissions for Procurements” and terms of reference for implementation of the measures from the Action Plan 1 of the Strategy for the Public Administration Reform in BiH, area of institutional communication.

After the adoption of the minutes from the previous session, the members of the Joint Management Board unanimously adopted “Guidelines for establishment and work of the Commissions for Procurements” together with the proposed changes.

Unanimously adopted were also the two terms of reference from the area of institutional communication, which formally signified the beginning of their implementation. The PARCO started with drafting of tender documentation and prepares the procurement procedure for these two projects.

The objective of the project “Establishment of Network of Info Counters” is improvement of internal communication between the civil servants on all the administration levels and simpler distribution of information on the work of the administration bodies to the citizens by the means of info counters. Also, the project intends to establish the practice of regular publishing, distribution and mutual exchange of promotion and information printed materials on the activities, services and competencies of the Council of Ministers of BiH, entity governments and the Government of the Brčko District of BiH.

The objective of the project “Training of Information Officers” is getting the information officers acquainted with the experiences of institutional communication, theory and practice of public relations through a direct approach to experiences of the European practice in that area. Realisation of this project will provide for improvement of efficiency of the information services at the level of the Council of Ministers, entity governments and the Government of the Brčko District.
