Nezavisne novine: SARAJEVO – In the institutions of BiH there are hundreds of contracted officials, while according to systematization there is a significant number of vacant job positions, state auditors have recorded.

In the Office for Legislation of BiH in 2007 there have been fifteen contracted persons; while there have been nine persons permanently employed.  

“From the total of fifteen engaged agents in 2007, six persons have been engaged on material-financial and legislative affairs in the fist half of year, and five in the second. On writing, protocol, and archive there have been six persons engaged in different periods of year. Only two persons have been permanently engaged on these affairs during the whole year”, has been written in audit report on business of the Office for Legislation of BiH. In the office for audit they think that because of the lack of room and inadequate dynamics of hiring, it has been approached to current contracts of engagements through contracting.   

“This way of signing a contract with employees from other institutions reduces the effectiveness of work. Signing a contract with more candidates for the same or similar jobs does not enable confirmation of the quality and quantity of work of the each engaged employee, nor confirmation of responsibilities in case of not finishing defined work”, auditors write.  

Jakob Finci, director of the Civil Service Agency of BiH, says that they do not have authorizations for hiring through the contract which can be signed on maximum three months. “But those contracts are being constantly extended. There are situations when it is necessary to engage a worker through the contract because some employees are on long sick-leave, or other excused situations. On level of the state there is an inspectional administration and it should be responsible for such things”, says Finci.

While the chiefs of the BiH institutions excuse themselves by slow hiring procedures, Finci says that the Law made it possible to engage a person through the contract during a vacancy procedure.
