FRJU Project – 6

Overall objective

Enable the Council of Ministers of Bosnia and Herzegovina, entity governments and the Government of the Brčko District of BiH to build the system for policy making and management in a coherent and harmonised manner, to develop modern structure, capacities and procedures of policy management, and to improve an intergovernmental cooperation and result of the central bodies of governments.

Purpose of the project

Implement the common model “Blueprint of Development of Central Bodies of Governments”, which was jointly harmonised and adopted by the Council of Ministers of BiH, the Government of the Republic of Srpska, the Government of the Federation of BiH and the Government of the Brčko District of BiH, and which is in accordance with the Strategy of Public Administration Reform in Bosnia and Herzegovina and directly supports implementation of the Action Plan 1 of the Strategy of Public Administration Reform in BiH. Project ensures establishment of functional mechanisms for coordination between the state and the entities on legislative and technical level.

Project Description

The Project would ensure coherent and coordinated manner of policy making on the state, entity and the Brčko District of BiH level, which would avoid the risk of duplication of jobs, inefficient spending, duplication of administration capacities, low level of services, and difficulties in achievement of strategic objectives. This Project is the first phase of implementation of the “Blueprint of Development of Central Bodies of Governments in BiH”, which would essentially cover thorough reforms of the CoG, and the second phase would support concrete implementation and ensure sustainability of the reform.

Direct users: Secretariat General of the Council of Ministers of Bosnia and Herzegovina, Secretariat General of the Government of the Republic of Srpska, Secretariat General of the Government of the Federation of Bosnia and Herzegovina, Secretariat of the Government of the Brčko District of Bosnia and Herzegovina.

Indirect users: Ministries on all administration levels and other central government institutions (Legislation Office of the CoM of BiH, Legislation Office of the Government of the FBiH, Republic Secretariat for Legislation of the Government of the RS, Department for Legislation Activities of the Government of the Brčko District, Federal Institute for Development Programming, Public Relations Office of the Government of the Federation of BiH, DEP, DEI, PARCO, Prime Ministers'/Chairperson's Offices).
