Nezavisne novine: Approving the Law on division of the state property is almost totally blocked, alerts Zvonimir Kutleša, the chairman of the Commission for the state property. Adopting the Law on the state property is one of the key questions from the European Partnership and a precondition for abolishment of the OHR.
"In the last two moths we have not succeeded to make not even a move towards the agreement on division of the state property. It could be said that we even had some estranging from the possible compromising solution. I hope we will succeed to get out of this situation, but am not sure when and how this will happen", Kutleša has said.
Condition for transition of the OHR
From the OHR they repeated yesterday how division of the state property is important for functionality of the state and a legal security in a sense of owner’s rights over this property.
"At the session which has been held in February this year, the Peace Implementation Council (PIC) has pointed out the need of searching for sustainable solution for question of division of the property between the state and other levels of government, as an important goal which must be solved before the transition of the OHR into the Office of the Special Representative of the EU for BiH", has been announced by the OHR.
He explained that the pre election campaign has enabled the commission to work on approving the law. Kutleša claims that the law on the state property is totally politicized question, because of which the commission already led by months cannot hold a session and try to make a draft law.
"On the table are, my proposal, which represents the compromising solution, and two more proposals which are totally in contrast. Representatives of the RS want that the property belongs to the entities, while from the FBiH there is a demand that all property belongs to the state. My suggestion, for which I believe is not refused, anticipates that the property belongs to the state because the state needs it for functioning, and the rest can be divided among the entities", explains Kutleša.
The OHR has several months ago forbid disposing the state property, and this decision was several times supported. Several months ago, the OHR has the last time elongated decision on embargo on disposing this property, as long as the law has not been voted out. The next session of the Commission should be held at the end of month. The leaders of dominating political parties will at the next meeting in November also talk about division of the state property. Leaders of the SDA, Party for BiH, SNSD, HDZ BiH, HDZ 1990 and PDP at the last meeting in August could not agree on this law.
