On October 19, the First joint meeting of the members and deputy members of the Supervisory Teams for the implementation of the Action Plan 1 of the Strategy of the Public Administration reform was held in Sarajevo.

Nevenka Savić, the State Coordinator for Public Administration Reform informed the participants of the course of the reform so far. She stressed that the Public Administration Reform Coordinator’s Office is preparing around twenty projects, common for all the administrative levels in BiH. Considering that they stem from the measures and activities established by the Action Plan 1, they all can be nominated for financing from the Public Administration Reform Fund.

'It is our intention to start the implementation of some of the projects by the end of the year', said Savić. She pointed at the need for improvement of the exchange of the information on the activities from the Action Plan 1, meaning, providing the Public Administration Reform Coordinator’s Office with such information.

Osman Topčagić, director of the Directorate for the European integrations of BiH, spoke to the participants of the meeting on the importance of the public administration reform in the context of the European integrations. He reminded on the obligation of every potential EU member to establish administrative mechanisms and capacities ready for adoption and application of the acquis communautaire.

'Representatives of the Directorate-General for the enlargement in the European Commission, at the meeting with the representatives of BiH not long ago, welcomed the appointment of the members of the supervisory teams for the Public Administration Reform. However, at that meeting as well, one could hear the same questions as from the European Commission: when are we going to see the action, when the established structures will show the first results, and when the Public Administration Reform will be visible to the citizens of BiH', said Topčagić.

Members and deputy members of the supervisory teams for the implementation of the AP1 of the Strategy of the Public Administration Reform were presented with the implementation structure for the implementation of the AP 1 and the cycle of preparation and implementation of the projects in this reform. They were presented with the proposal of the Rules of Procedure of the Supervisory Teams, with solutions on the manner and place of holding sessions of the supervisory teams, and procedure of voting during decision making.

Also there was a short presentation and a new function of the PARCO web site: functioning on the principle of web portal, where all the members and deputy members will have registered accounts, by the means of which they will be able to access the contents intended only to them. Those contents will include all the materials for preparation, meetings, conclusions, decisions of the supervisory teams. Members and deputy members, in that way, through the web site will be able to have in time all the materials and documents necessary for their work. All those materials will be updated every day and placed on the PARCO web site.

In the following period of the implementation of the AP1 there will be meetings of the supervisory teams’ members according to the areas of the Public Administration Reform for which they were appointed by the Council of Ministers, entity and the Government of the Brčko District of BiH.
