The Memorandum of Understanding for the establishment of the Public Administration Reform Fund is a document that defines the conditions and procedures for financial support for public administration reform. It serves as a framework for consultations among donors, the Public Administration Reform Coordinator’s Office in BiH, the Ministry of Finance and Treasury of BiH, and the public administration reform coordinators in the entities and Brčko District.
On behalf of the BiH authorities, the memorandum was signed in July 2007 by the Chairman of the Council of Ministers of BiH, the entity prime ministers, and the Mayor of Brčko District. On behalf of the donors, it was signed by the ambassadors of the Netherlands, the United Kingdom, and Sweden, as well as the Head of the European Commission Delegation to BiH. The purpose and operation of the Fund were agreed upon in the memorandum, and the operational management was entrusted to the Public Administration Reform Coordinator’s Office, legally based on the application of BiH public procurement regulations. The signing of the memorandum fulfilled the formal conditions for using the Fund’s resources in the amount of 4.5 million euros to implement the reform measures set out in Action Plan 1 of the Public Administration Reform Strategy in BiH.
