Nezavisne novine: The National Assembly of the RS has yesterday accepted the Information on monitoring the condition in the area of legislation, in which it has been stated that the institution of the vital national interest is often being misused on parliamentary acts.
In the information of the Republic secretariat for legislation it is being stated that the question of protecting the vital national interest of constitutional nations has by now been initiated for more than 23 laws.
The conclusion is that the adequate criterions and standards, which would in a right way express the sense of protection of the vital national interest of constitutional nations, have not been established, so these demands are also often being set for the questions which do not have such significance.
Besides the expressed critiques on the condition in the area of legislation, delegates have accepted this information with a special retrospective view on achieving the constitutionalism and legality in which it is being stated that the condition in this area in the RS is satisfactory, but there should still be worked more on building the legal system.
Milena Simović, chief of the Republic secretariat for legislation, has said that in 2008. the Constitutional court has confirmed that the Government and republic authorities of administration have adopted eight decisions by which has been confirmed the violence of principles of legality and that 25 initiatives have been refused, which is a condition much more beneficial than in 2007.
The delegate of the Democratic Progress Party, Perica Bundalo did not agree that the condition in legislation is convenient, by concluding that there is a "trend which leads to the primate of the executive over the legislative government, which leads to anarchy and lawlessness".
In the frame of discussion on the information in the area of legislation, Adib Đozić, delegate of the Party for BiH, has said that the protection of human rights and elementary freedoms in the RS is still far away from needed, by stating that the Bosniaks returners are exposed to ethnic and other kinds of discrimination.
His speech has provoked a list of replicas, mostly of delegates from the Party of Independent Socio-Democrats, who have accused him that he has misused the parliamentary platform by redirecting the discussion to some other topics, and that his conclusions have been lumpy.
