Dnevni avaz: After the Council of Ministers of BiH several days ago established the Law on Salaries and Remunerations of the employees of the institutions of BiH, and directed it in the parliamentary procedure, sharp reactions ensued from those who are not satisfied with this solution.
According to Svevlad Hofman, vice president of the Union of the Border Police (BP) of BiH, proposed legal act is absolutely unacceptable for police officers in BiH.
Directed proposals
– When we received this draft law, we directed in writing our proposals in which we asked that quotients for police officers with the lowest rank are 1.60. However, the Council of Ministers offered to us that this quotient is 1.30. That is immoral and unacceptable offer – said Hofman.
It is stressed that because of the low salaries, police agencies on the level of BiH are facing erosion of employees, which directly affects the security of BiH.
Statistics
Salary of the police officer with high school education in the State Border Service is currently 648 marks. With additional 25 per cent and a hot meal provision, the police officer receives per month net 790 marks.
Similar situation is in the ITA. Salary of the porter, without the hot meal provision is 400 KM, of the customs officer is 600 and of the employee with a university degree 1.000 marks.
– We are not questioning the motives of those who through this Law want to completely behead the Border Police and the Agency for Investigations and Protection (SIPA). Our employees are now going to entity and cantonal Ministries of Interior. We now do not have enough personnel, and according to systematisation of police officers, we are lacking 450 employees. Instead of filling that number, we are left without the employees every month – said Hofman.
Same Level
The Indirect Taxation Authority (ITA) of BiH also has problems with the lack of employees, claims Kemal Čaušević, director of this institution.
– In the last four years we were left by 200 employees with a university degree. Since the ITA was formed on October 29, 2004, there was no increase of salaries. That is shameful and unacceptable. Several times the Union, as well as the management, asked for increase of salaries, but our demands were never met. In the last four years the salaries of the civil servants were increased by 40 per cent, and we have them always on the same level – clarified Čaušević.
