Dnevni avaz: The House of Representatives of the Parliament of the FBiH yesterday removed from the agenda the draft Law on Civil Servants in the FBiH. As “Dnevni avaz” found out, the OHR sent a letter to the Collegium of the House of Representatives, asking that MPs do not declare on this legal solution.
This act would return the local self governance reform ten years back and it would provide the possibility to hire in the civil service candidates by party affiliation. We must stop that, because it would only enlarge the administration, which is already too big – said the MP Irfan Ajanović.
The House of Representatives also postponed declaration on the proposal of the Law on Changes and Amendments to the Law on Principles of Local Self Governance, so there could be additional consultations. It stipulates that municipalities are supposed ensure conditions and office accommodation for work of the MPs and the delegates in the Federal Parliament from their territory.
The MP of the Party for BiH, Mersija Krzić, said that objections that besides municipalities, offices for the MPs and the delegates are supposed to be ensured by the cantons as well need to be additionally clarified. During discussion on this legal solution, some MPs from the opposition thought that citizens can be received in the party facilities as well or in some other way.
House of Representatives accepted also the proposal of the Law on Development Bank of the FBiH. By this Law a bank is formed which is developmental and export, and it will stimulate development of economy and of society as a whole.
Public revenues
Joint Commission of the Parliament of the FBiH yesterday did not reach a consensus related with change of the law on allocation of public revenues, said for “Dnevni avaz” Ibrahim Nadarević, Commission member.
Unfortunately, we did nothing. That is why this act will be submitted to the Constitutional Court of the FBiH – said Nadarević.
