The final workshop within the project “EU Support for the Platform for Interoperable e-Government Infrastructure in Bosnia and Herzegovina” was held in Banja Luka from 27 to 29 April 2026. After completing the analytical and conceptual work related to the Platform for Interoperable e-Government Infrastructure in Bosnia and Herzegovina, the project is entering its final phase, i.e. the phase focused on preparing a policy vision and Action Plan for the development of e-Government in Bosnia and Herzegovina.

The aim of the final workshop was to support the development of a long-term policy vision (5-10 years) for the development of e-government at the level of Bosnia and Herzegovina, as well as a structured and realistic action plan for its implementation. The workshop resulted in an Action Plan with defined concrete steps that need to be taken to achieve the expected results, outcomes and impact, including the responsible institutions. In addition, the workshop included a dedicated working session of the Interoperability Coordination Group, with the aim of ensuring strong institutional ownership and alignment of the proposed policy vision with practical implementation needs.

The Coordinator for Public Administration Reform of Bosnia and Herzegovina, Mr. Darko Kasap, emphasized that this phase of the project was preceded by the project team’s extensive work on the analysis of the building blocks within the interoperable e-Government infrastructure in Bosnia and Herzegovina, which together represent support for reform activities in the area of ​​Service Delivery. Taking into account that the project supports the work of the Coordination for Interoperability, he emphasized the importance of working on the preparation of the next project that will build on the results of the current one, and which, in addition to supporting the work of the Coordination Group for Interoperability at the level of the Council of Ministers of Bosnia and Herzegovina, will also support the work of the Inter-ministerial Working Group for Interoperability, with a special focus on strengthening capacities, as well as improving legal, organizational and coordination mechanisms. In this way, the project will include the other three administrative levels, bearing in mind that the Strategic Framework for Public Administration Reform in BiH has already precisely defined the responsible institutions at the four administrative levels, as well as the reform activities for which they are responsible.

Mr. Kasap added that SIGMA in its new Action Plan places special emphasis on the area of ​​digitalization, which is already demonstrated by SIGMA’s active work on the development of the Roadmap for Digital Governance for Bosnia and Herzegovina. He reminded that the first draft of the Roadmap was developed and submitted to the supervisory teams in the reform area of ​​Service delivery. Two rounds of written document harmonization are planned, followed by a final SIGMA workshop for the finalization of the document, with the mandatory participation of the Supervisory Team for Digitalization and other relevant institutions at each administrative level.
