The Council of Ministers of BiH adopted the Annual Report (2024) on the implementation of the Action Plan of the Strategic Framework for Public Administration Reform in Bosnia and Herzegovina 2018-2027.
In 2024, Bosnia and Herzegovina made little progress in public administration reform. By the end of 2024, a total of 17.66% of the Action Plan’s activities have been implemented, and it is estimated that the progress in 2024 is 1.87% higher than in 2023. It is about relative progress, which is calculated as the average of achieved progress for each individual administrative level.
Looking at the levels of administration, in 2024 the institutions of Republika Srpska achieved the best result. They fully implemented 27 activities (20%), partially implemented 6 activities (5%), while 101 activities (75%) remained unfulfilled. The institutions of BiH fully implemented 24 (18 %) activities, and the institutions of the Federation of BiH and Brčko District of BiH fully implemented 22 activities (16 %) from the Action Plan. BiH institutions partially implemented 8 activities (6%), while 104 activities remained unfulfilled (76%). The Federation of BiH partially implemented 8 activities (6%), while the remaining 104 activities (78%) remained unfulfilled. In the Brčko District of BiH, 7 activities (5%) were partially implemented, while 105 activities (78%) remained unfulfilled.
In 2024, for the first time, a meeting of the body in charge of coordinating public administration reform at the political level was held – the Coordination Committee. Supervisory teams were appointed in various areas of the reform, and the Revised Action Plan for the PAR was prepared and agreed upon.
Taking into account the data on the progress achieved in the implementation of measures and activities from the PAR Action Plan listed in the Annual Report on the Implementation of the Action Plan of the Strategic Framework for Public Administration Reform 2018-2027 for 2024, the Council of Ministers of BiH tasks the responsible institutions to act on the general recommendations regarding the implementation of the public administration reform and individual recommendations from the reform areas of the Action Plan from the Annual Report.
It is recommended that the governments of the Federation of BiH, Republika Srpska and the Brčko District of BiH task responsible institutions to ensure that each, at their respective levels of government, acts on the recommendations from the reform areas of the Action Plan for Public Administration Reform from the 2024 Annual Progress Report.
The Public Administration Reform Coordinator’s Office is responsible for delivering the Annual Report, together with the conclusion of the Council of Ministers of Bosnia and Herzegovina, to all relevant institutions.
