The Public Administration Reform Coordinator’s Office and SIGMA are organizing a presentation of the findings from the SIGMA monitoring report Public Administration in BiH 2024, which will be held in an online format, on Tuesday, March 18, 2025, from 10:00 to 12:30.
The workshop is intended for civil servants from all levels of government involved in the reforms, as well as officials who contributed to the preparation of the measurement of the state of public administration in BiH.
At the workshop intended for members of the monitoring teams, SIGMA experts will present the main findings and recommendations identified in the SIGMA Monitoring Report for Bosnia and Herzegovina, which was published in December last year. The report represents a measurement of the state of public administration in Bosnia and Herzegovina in relation to the updated Principles of Public Administration in six thematic areas (strategy, policy development and coordination, civil service and human resources management, organization, accountability and monitoring, service delivery and digitalization, and public financial management).
The report provides a detailed description, assessment and recommendations that the BiH administration should meet in order to align with the principles of the European Administrative Space and the requirements of the European Union accession process.
The report lists the key challenges facing the BiH administration: low reform implementation due to a lack of political attention and coordination, fragmented governance that complicates cooperation at different administrative levels, insufficient financing of public administration reform, poor policy coordination and planning, leading to inconsistent and poor-quality decision-making, shortcomings in accountability and transparency, with weak reporting and public engagement; inadequate human resource management, marked by inefficiency and political influence, limited digitalization and modernization of public services, and public financial management systems that suffer from poor budgetary discipline and monitoring.
