The constituent session of the Coordinating Committee for Public Administration Reform, chaired by the Chairperson of the BiH Council of Ministers, Borjana Krišto, was held in Sarajevo.
At the session, the Rules of Procedure of the Coordination Committee for Public Administration Reform was adopted, and Ranka Papović, senior associate for legal affairs in the Legal Unit of PARCO, was appointed as secretary of this Committee for a period of two years.
The Coordination Committee accepted the Information on the current state of the public administration reform process and gave full support to its implementation, in accordance with the Strategic Framework for Public Administration Reform and the associated Action Plan, the realization of 14 priorities from the Opinion of the European Commission and the implementation of the recommendations of the Special Group for Public Administration Reform.
The Council of Ministers of BiH and the governments of the Federation of BiH, Republika Srpska and Brčko District of BiH are invited to appoint members of the implementation structures established by the Common Platform on the Principles and Manner of Implementing Public Administration Reform, and to include activities related to this process in their work programs.
Also, the Council of Ministers of BiH, the Entity Government and the Brčko District Government of BiH are invited to ensure greater financial support and to strengthen the capacities of the coordinator for public administration reform as soon as possible.
The process of regular monitoring and reporting on the implementation of the Strategic Framework for Public Administration Reform and the associated Action Plan was supported. Coordinators for public administration reform of all administrative levels in BiH and other implementing structures are invited to complete the process of prioritization, analysis and revision of the Action Plan no later than the end of the second quarter of 2024.
The Coordination Committee supported the reactivation of the work of the Public Administration Reform Fund.
The coordinators of the entities and the Brčko District of BiH and PARCO of BiH are tasked with continuing discussions with donors who are active in Bosnia and Herzegovina in order to secure new investments and establish an effective donor coordination mechanism in this area with the aim of ensuring financial coverage of all activities in time within the framework of the revised Action Plan, as well as for the following reform activities thereafter.
