Dragan Ćuzulan, the coordinator for public administration reform and the coordinators for public administration reform of the governments of Republika Srpska, the Federation of BiH and Brčko District of BiH: Aleksandar Šuvak, Enver Išerić and Davor Šolaja reached an agreement at today’s online meeting regarding the start of the preparation of a report on the progress of BiH institutions in the implementation of the public administration reform, i.e. the implementation of measures and activities from the PAR Action Plan for the period 2018-2022.
It is planned that the report will be completed and published by March 2023 at the latest. In the previous period, the PARCO prepared Guidelines for monitoring and reporting, and an IT system was designed through which contact persons for public administration reform at the level of BiH, Republika Srpska, Federation of BiH and Brčko District of BiH will enter data.
The preparation of the report will be assisted by the organization SIGMA, which provides continuous support to PARCO in the process of public administration reform.
At today’s meeting, Ćuzulan reminded the participants that the PARCO was one of the few institutions that regularly prepared reports on the progress of institutions in the process of public administration reform since 2007, but such a report has not been prepared since 2018 due to delays on the adoption of the Strategic Framework for Public Administration Reform, the Action Plan for its implementation, and the delay in the implementation of these two strategic documents. The adoption of a joint performance-based progress monitoring system is also a recommendation of the Special Group for Public Administration Reform, and Ćuzulan assessed that monitoring and reporting are a key part of policies and that without them it is impossible to monitor progress in the field of public administration reform.
In addition to the coordinator for the public administration reform, the meeting was attended by the deputy coordinator for the public administration reform of BiH Darko Kasap with his colleagues and the representatives of the EU Delegation to BiH Tara Karnisalo, Dijana Dedić and Duško Glodić as well as Egle Rimkute from SIGMA.
